No New Categories button

Hi just installed 1.5, with ceon URL and a 12 leaves template.

There is no "New Categories" button on the Catalog - Categories product page. The new product button is there, just no new categories.

I couldn't figure out how to add a category and then I watched a youtube video and there is a "new category button on the page."

Super clean install, no problems, on fresh domain, dbase.

Arggg... Suggestions on how to get this button to popup or a work around to get to add new categories? ```

You added Products to your Top Level Category so now you cannot add Categories ...

Are the Products difficult to remake? If not, delete them then you will see the New Category Button so that you can add Categories first ...

Categories hold Products or Categories but never both ...
