"Admin Settings" and "Email Welcome" not showing up under Tools Menu

"Admin Settings" and "Email Welcome" not showing up under Tools Menu

Zencart Version: 1.50
PHP Version: 5.3.4
Operating System: Mac Snow Leopard Server

After working on my shopping cart for a awhile, I noticed:

"Admin Settings" & "Email Welcome" menu options are not in the Tools Menu within the administrator.
"Admin Access Management" appears to be a new Menu within the Administrator.

Is this an Apache .htaccess Support = OFF issue? I chose to ignore this due to recommendations to leave this OFF since I am on my own server. Any help would be appreciated.
