HSBC Merchant Services say open source software often have weaknesses

Not sure this is the best place to post this as it is about Open Source software in general.

Winter 2012 Edition.
In a general article about compliance and data security it goes on to explain how a data breach occurs. After explaining about the two most frequent causes of breaches being the use of default passwords and SQL Injection Attacks, it goes on to say:
In addition to this, free or Open Source Software and applications often have weaknesses in them that can easily be exploited by would be hackers.
It does not mention FOSS software after this at all, and I have never seen them mention it in the past.
This sounds to me like FUD (Fear Uncertainty Doubt). I always thought FOSS software is in many ways more secure as there are many eyes reviewing the code to pick up on bugs, compared to the relatively few in closed source software.
I'd love to hear peoples thoughts on this.
