shipping estimator setting in language file

In the main language file:
**
define('CART_SHIPPING_METHOD_ZIP_REQUIRED','true');**

which enables or disables the ZIP code field in the shipping estimators (tpl_modules_shipping_estimator.php)

Probably should be a config value set in the admin rather than in language file (since it has nothing to do with what language the user has selected!)
