categories with unknown characters

after having upgraded the database from 1.3.9 to 1.5 my categories have unknown characters and the categories photos are missing. any clue?

my database is encoded with utf-8 already. Even if it wasn't, how about the pictures? Could the character encoding affect the pictures?
