blank admin and zc_install page rest seems fine

I am at a loss for explanation on this one.

Here is situation

Didnt read the install specs since I am on a dv assumed (yes I know...) I was fine and upgraded. Got error message my php was too low.

Migrated using plesk to a DV4 no errors worked on frontend can see that no problem

However, my db still needs to be upgraded to complete the upgrade and I can't get into admin. Both are blank.

Installed strict error reporting because all my logs are clear and that too yields nothing.

Just blank no direction for me to go. Any suggestions?

I looked at the admin config file but the zc file should be accessible regardless.

Any thoughts or directions to go?

php.ini timezone update not done properly by tech. Pays to do it yourself as that was the only thing I didn't do myself :)

Maybe this helps somebody as I got no errors whatsoever with this issue.
