How to do flat rate for 1 or 2 items then another rate for 3+ items?

My head is going to pop :cry:
Fairly simple I thought, but maybe not. I want to set a flat shipping rate for one or two items and then another rate for three or more items.
What's the best way to enable this?

Haha, no worries sorted it with enabling Table Rate and using 2:4.95, 100:8.55
