Secure catalog pages not secure 1.3.9h

I recently installed 1.3.9h, however the catalog pages like "log in", etc. that are supposed to be secure are not. My admin area is secure and properly displays https. I have checked the config files and cannot figure out why the catalog pages will not switch to secure? I have checked with my hosting company and everything seems to be setup correctly on the server.

Either your ENABLE_SSL isn't set properly in your /includes/configure.php file or your custom template wasn't built smart enough to properly use the SSL links when SSL is available. Switching to the Classic template would expose some of those latter issues.
