FREE SHIPPING! ----> Freeshipper ---> (zone: florida only)
FedEx ----> fedexwebservices ---> (zone: all countries)
United Parcel Service ----> ups ---> (zone: all countries)
United States Postal Service ----> USPS ---> (zone: all countries)

If I use a suario of florida free shipping only active me (I also would like to show the other options)

when a foreign user does not show anything, just says (Not Available At This Time

Instead of Free Shipping freeshipper ... use Free Shipping Options freeoptions ...

Make a Zone Definition with the DETAILS set for:
United States
Florida

and set the Free Shipping Options freeoptions to be Total >= 0 with the Zone set to your new definition and you will see for Florida the regular shipping plus the other shipping modules ...
