how many Flate rate clone can i have?

Hello.
I need to use flat rate shipping module . i have enabled the module as well as downloaded the flat rate clone .i modified the clone to read USA . and working . however, I am trying to make one for Europe and this one seems to be having the problem .
when i select this flat rate , i then click on install , but the only thing that is available is update and cancel button . so i was wondering , can i install more then two flat rate or there is something wrong with my module

Providing that you clone it right, you can have as many as you want to clone ...

As far as I know, I have done it right , and i did that many times. but yet i get same problem .
any suggestion why this might happened ?

First, check the directory:
/includes/modules/shipping

and make sure you do not have any extra files in there like backups or anything ...

Then, make sure the files in the:
/includes/modules/shipping

are the code files and the files in:
/includes/language/english/modules/shipping

are the language files ...

Next, check the /cache and see what the debug logs read ...
