I can not add the TEXT attribute is the list of attribute names but can not be added to any product.

Go to phpMyAdmin and check the table:
products_options_values

and make sure you have a :

products_options_values_id language_id products_options_values_name products_options_values_sort_order
0 1 TEXT 0
