my site is suddenly not accepting Thai characters

Hi
My site was 1.38h and i upgraded to 1.5 everything seemed to go smoothly

Problem now is its not accepting Thai characters.

Looking at the old instructions i used a long time ago to change my 1.38 site to UTF8 they no longer seem appropriate.

What should i do to change it to UTF8?

ive got about ten instances of the word latin in the database and 110 of the word utf

the drop down in myadmin says latin sweedish

Im not sure where im at. What should i so?

the very top of the database says
