Terms & Conditions will not save the changes i have made

I am using Admin - Tools - Define Pages Editor to veiw and edit the define_conditions.php template, but when a press save and reopen it the changes are gone. I do not get any errors, it just does do anything. I am using 1.3.9h, anybody know what could be wrong?
