How would i move this button below my description and options?

The tpl_product_info_display file should be copied to your CUSTOM template. If it is already there, that's the file you edit.
In it you will see the product info page sections identified by <!--bof xxxxx> and <!--eof xxxxx> commented code.
All you need do is arrange these sections in the order you want.
Backup the original file first.
