Admin Access Levels in ZC 1.3.9

Hello,

Is it possible to set up different admin access levels in ZC 1.3.9? I want to allow one of my admin users to access ONLY the order management panel.

I don't know if that specific restriction is part of it. Of course, 1.5.0 has Admin profiles built-in.
