After Upgrade Admin Menus Missing - Not a User 1 Issue

After upgrading to 1.5 most of my admin menus are missing. I looked for a possible solution and found a refference to setting user 1 in phpmyadmin. There is only 1 user and it is 1.

Ok... I looked at the record for the admin user in phpMyadmin and found tha it said admin profile 0. I changed it to admin profile 1 and all my menus reappeared.
