In your Zen Cart Admin, go to the Admin Access Management ... Admin Users ...

On the Admin that you are logged in as, what is the Profile set to? Is it Superuser or something else?

oh my god! I can't find the Admin settings modules too, tools -- Admin settings module was missing,What happened?

You said you're using v1.3.8a

That might be your problem, because v1.3.8a has several security problems, and your problem might be that you've been hacked.
