Strange characters appearing in product name/descriptions

Hello - I'm not sure why, but I noticed that after uploading over 3000 product and products description, the database is adding strange characters like ’s (for apostrophe), ” (for " ). I've searched online and don't see any solutions to fixing this. I'm using Apsona Shopadmin to upload products and excel to manage the list. I'm using ZC1.5. I did the same thing for 1.3.9h and never had this issue. Can you someone please advise as to what I should do to remove this? Thank you. :no:

Thank you dbltoe. I read through and followed the instructions from this link http://www.zen-cart.com/content.php?313.

After making the changes to both configure and English file, I still see the characters showing up. I exported all the data using apsona shopadmin, and the data is showing the characters as well. I'm wondering if my database has an issue with utf-8 vs latin1 (hoping there is a fix for it) OR do I need to sanitize all the data (GOD I hope not)..

Any ideas?
