Can't get Condition field to show up

Here is the PHP on my tpl_product_info_display.php:

<?php echo (($flag_show_product_info_condition == 1 and $products_condition != '') ? '<li>' . TEXT_PRODUCTS_CONDITION . $products_condition . '</li> ' : '') . "\n"; ?>

When I enter text into the field on the product creation page nothing shows up.

any ideas?
