Calculates shipping but does not charge shipping at checkout

I have 2 separate shipping arrangements for retail sales and wholesale sales.

All retail items have free shipping - no problems there.

However, when my dealers log in and order using the wholesale links the cart calculates the shipping cost, adds it to the order, but upon final checkout does not add the shipping charges.

I clicked "normal shipping rules" when I set up the wholesale item categories. I can't figure out what I have done wrong. I'm new at all this and any help is appreciated!

I only ship UPS.

Retail customers cannot see the wholesale prices.

When my wholesalers log in they are taken to a page that only display products that had the price entered in "Wholesale Price (Net)" when I set up the product categories. They would need to log out and order as a "guest" in order to see/order from the retail prices.

When I set up the product categories for retail they are designated at "Yes, Always Free Shipping".

The wholesale products are designated "No, Normal Shipping Rules"

What is the Ship From?

What is the weight of the order?

What are the settings in the Configuration ... Shipping/Packaging ...

On the UPS, do you have any Zones set?
