Blocking countries with htaccess and allowing a few exceptions

I know this isn't exactly Zen Cart related, but I have a lot of dummy accounts being created from China. Bots just making new accounts all day long.
So I have blocked all of china via the .htaccess.

Here is the problem.

There are a few IP's in China that I want to allow. I did put the allow from <allowed up>

I'm no expert at this, but the above doesn't work. It seems to ignore the allow from

Any ideas?
