Try to eliminate spaces and special characters from filenames ...
Next, check your two configure.php files, on the server, for:
/includes/configure.php
/your_secret_admin/includes/configure.php
as I am seeing extra // in the path names based on those images that you posted ...

Hi thank you for your help. I did the items you suggest. Now the link is clickable but when I try to save as the file name is MommyMaintenance.pdf.crdownload and the file does not load. When I open the page is is not valid.:no:

Browse your database table:
orders_products_download
and search for the orders_id for this order and see what the field:
orders_products_filename
reads, is it the same filename?

What's the value for both DIR_FS_CATALOG and DIR_FS_DOWNLOAD in your /includes/configure.php file?
Are they different from those same defines in your /admin/includes/configure.php file? If so, why?

I found it is suppose to be D:\Hosting\7132113\html
Now I am having a issue upload the configure file.

I changed the DIR_FS_DOWNLOAD to the correct hosting in the retail site and is still not working.
But the wholesale account has the correct hosting and it is not working.
It seems like it is writing to the download page?

I guess your host isn't capable of reliably serving downloadable files in a secure manner.
You'll probably have to choose a lesser-secure method for your downloadable files:
