Upgraded site is not in UTF8? My one isnt

I have 1.39 ZC in utf 8. When i upgraded to 1.5 i used completely new file set and old database

Somehow my site is not in UTF8 now and the thai characters are not showing.

What do i need to do? I think the files should all be standard but anyway its not working

Ive seen notes to change older versions to utf8 but not this new version. What can i do please?

I already went to phpadmin and changed the collation to utf unicode and have checked the database everythign there is set to utf unicode

The start of my databse looks like this

I cant find @setlocale anywhere in the database

i can find only 2 instances of latin1 in database

line 37

and

Im not getting this because the link says

Also edit your two configure.php files to set DB_CHARSET to 'latin1' instead of 'utf8'
(add the line if it doesn't exist):
define('DB_CHARSET', 'latin1'); 

Ive looked in my (1.5 configure files) and also in a freshly downloaded old 1.3.8 file set in the config files... theres no mention of DB_CHARSET so where should i add it?

As it says: "add the line if it doesn't exist".

To "add the line" means: press Enter to make a new line, and on that line simply paste or type the text as instructed
