Send email to all customers with header and footer question?

I want to send a email to all customers. The send email function works (tools-send email), but it only sends the email in text only.
Even when I select html/ rich text message, it still sends the email in text.

However, when I send a email for a newsletter or product notification (tools-newsletter and product notification), it adds the header and footer, which I like. The header has my logo.

How do I send a email to all customers via tools-send email, that has my header and footer?

Customers receive the emails in the format they've requested in their My Account settings. You cannot force customers to receive HTML-formatted emails if they've selected plain-text.
