Looking for help on setting up my shipping rules

Trying to figure out the shipping module for my site but I'm a little confused so I need some help if possible.

This is how I need my shipping:

Free shipping on orders in the US.
Charge for all other countries outside the US (not by zone but I want the price to check the rates in real time).
I want to let the customer choose between USPS and UPS.
US customers will be able to get free FREE UPS Ground. Everything else will be paid for as an upgrade.

I only sell one type of product, each product is the same size and weight. 99% of customers will only buy one item also.

Do I need the UPS/USPS modules to do this? Any help is appreciated.

OK I figured out that the UPS and USPS modules aren't included in 1.5x so I installed them but now I have on idea how to set these up? Do I need to register with USPS web tools to get an id? Can't seem to find any good setup info easily on these two for 1.5...
