Can I move checkout_shipping page to checkout_payment?

i want to move all contents of checkout_shipping page to checkout_payment page,
if i just redirect checkout_shipping page to checkout_payment page, and copy the code from checkout_shipping to checkout_payment
would i get any problem?

I use it it's ideal if you want customers to be able to shop without creating an account just set it to cowoa only it really shortens the process.

thad mod looks nice, but i'm looking for an easier way since i have only one delivery option
i redirect checkout shipping page to checkout payment page by adding the code to checkout_shipping header, then i get an issue
from shopping cart page, if i click on the continue button, sometimes it gose to checkout payment page, sometimes it gose to blank page

that mod works, but it needs to modify too many files
i guess i thought too simple before, i only added the redirect code to checkout_shipping header, in IE it works, it redirects the checkout_shipping to checkout_payment page, but in firefox, it still gose to checkout_shipping page, in chrom, it goes to an error page saying loop redirect
