Battle With Tax

I have a very simple shop, I only cater for SOuth African clients
I only have one tax class and all products are subject to 14% VAT

99% of my clients are from South Africa, so I decided to use "basis for product tax" = store
and "basis for shipping tax" = Store

If I set it up this way the system shows the amount of tax but it does not add it to the total

I then changed both those settings to be = billing
It works perfectly when tax basis = billing but I am not sure if it will calculate the tax correctly when the client is from another country

I have to charge 14% VAT on my products even if I export it to any other country. That is why I wanted to use tax basis = store.

My store is setup with country = South Africa but for some reason it does not want to calculate the tax correctly but it do calculate it correctly if billing address = South Africa

That's not what "store" is meant for.

You were right to use "billing" or "shipping". Simply add the other countries to whatever tax zone you set up for that tax rate, and it will work as you wanted.
