Per Unit shipping module won't activate

Hi,
I've activated the Store Pickup Shipping Module, and am trying to activate the Per Unit module as well.

However after inputting all the values, the Per Unit module is flagged as amber (i.e.. not active). However if I remove the Zone then it activates. What am I doing wrong?:frusty:
