One time means that if I order 16 the attribute is only charged 1 time.
Attributes Price Factor is % off of the product price
Offset offsets the price factor
One Time Attributes Price Factor is % off of the product price 1x no matter the qty
One Time Offset offsets the price factor 1x no matter the qty
