PHP error with the zone shipping module

I've just a little question tha probabily will condemn me to your hate...
What is this fix about? Why were generated that error and how your fix work?
I'm not just cuirous.. i'm learning and this opportunity is too important to let her get away :D

More or less the need for this is where there is a module that is "active" but due to something in the quote it is no longer available, such as in your case the Zone Rates is active, but it is disabled or hidden because you are allowing the Skip to block it from being available to that check ...

To prevent this, that extra check is in there now to skip the validation ...

We have this built in to our upcoming v16 code and when I could finally reproduce the problem, I was able to track it down to being the same trigger for generating the debug logs and was able to fix it in v1.5.1 with this change that I gave to you ...
