You need to send those manually.
Go to admin=> tools => Newsletter and Product Notifications Manager
select new newsletter. then from the drop down product_notification (newsletter is selected by default).
Type your message in the text area
press save, you will return to the previous page.
now select send
choose your product end press add
next press send
