problem with paypal account

hi masters
i have a paypal premier account and use paypal merchant for my shop(selling vpn)
my account has been limited after doing 3 selling with paypal
PayPal wants the following, but I have questions:

1-"Update phone numbers"** ==> via sending Phone bill?**

2-"Provide proof of delivery" ==> my selling merchandise is virtual and Automatically be delivered immediately,"Tracking Number"How do I complete this field?

3-"Provide Invoices" ==> Does not exist bills of sale for virtual merchandise,what thing i upload??

4-"Supplier Contact Info" ==> my merchandise is virtual,what thing i upload??

5-"Provide more information about payments" ==> i have 3 recived Transactions Amounted to $ 2.5 for selling vpn in my site,How do I fill out this 6 field?
like form 1: Provide a full description of what the payment was for

paypal support not answerd my questions:wacko::rant::frusty:

Those are all questions which need to be answered by PayPal staff.
