Sales Tax problem / question... caused by creating zone for shipping.

I needed to set up a zone that included all of the US, all states, to use as an "Include" for the free shipping module, so that the free shipping will ONLY be shown if the order weighs LESS than 30 lbs AND is in the "Shipping Zone" United States.

However, when I added that zone, apparently, I broke the Sales Tax somehow, and I don't know how to fix it.

My shipping has been working GREAT, but...

Today I received an order for taxable items to AZ... the tax should ONLY be charged if it's shipped to VT. The tax on the invoice shows as "VT TAX 6%" (Vermont Tax). It should not be there at all for AZ.

Can anyone tell me where I went wrong?

Thanks. #3 was the kicker, I think... it appears to be working again... 8 years of using this with no changes required, and I could not remember what I did back then to get it all right... During adding the Zone "United States" with all states, that got added to the zone location for Vermont... Once I removed it there, it seems OK... still testing, to be sure though.

3. Inside each of those zone definitions, what country/zone combinations have been selected?
Admin->Locations/Taxes->Zones Definitions, click on "Details" button for each zone

I had done a search, but could not find any articles that seemed to address the problem I had, and did not search on "FAQ", but "Sales Tax" and a few others...
