[Not a bug] Why IPN cannot support JPY currency payment?

I just add a new currency JPY in my zencart which i use IPN checkout,but it seems paypal not support JPY, when I checkout in paypal,the order cannot be created.But use USD to checkout it works,what's the problem ?

IPN has supported JPY for many years.

But you should be using Express Checkout anyway. Change to Express Checkout instead.

Thanks for your reply,so what's the problem it maybe?Is my zen-cart paypal setting problem ? My paypal is international account,can support the JPY.
