Followed the below document to set sales tax. But it still does not appear when ordering for the state I set. Does this only work for Newly added products? Or should all products have tax added ?

When you add products to Zencart all products must add tax to take in effect.

In your product setup screen - What do you have for "Tax Class:" selected in the dropdown

Setting the "default" Tax Class will only affect products added after changing the setting.
You will need to go back and edit any existing products (admin -> catalog -> categories / products) and change the Tax Class.
Edit: And Kobra beats me to the answer! :P
