Table rate and free shipping not working correctly.

I have had a table rate system set up by price for a while and it worked well until I decided to change it and offer free shipping on orders of 150.00 or more. No matter how I change it, the shipping from 100.00 or more comes up as free. My rates are set up like this:

35:7,45:8.5,75:9.5;100:12.5;149:14;150:0

I don't mind doing a percentage or just a set rate but either way, it keeps showing free shipping for items once it hits 100.00. It should be 150.00. Any suggestions would help, I'm not sure what I'm doing wrong..

Check the settings in Modules ... Order Totals ... Shipping ot_shipping ... and see if you have set Free Shipping on in there ...

But what stands out to me is that you have typos in your settings, where you are using semi-colons vs commas ... try using:
