Dutch vat-invoice question

Goodmorning All,

I have an important question. For some reason VAT does not appear at my Zen-Cart invoice. What I have done so far is:

  1. Configuration->My Store->Country = Netherlands
  2. Configuration->My Store->Basis of Product Tax = Shipping
  3. Configuration->My Store->Basis of Shipping Tax = Shipping
  4. Locations/Taxes -> Zone definitions= NL
  5. Locations/Taxes -> Tax classes = 21% BTW
  6. Locations/Taxes -> Tax Rates =
    21%BTW
    NL
    21.000
    BTW 21%
    1

Then I went to Catalog/Categories products and selected one of the products
I selected the tax class 21% BTW and then I made a testorder with this product.

But the invoice does not contain VAT, what am I doing wrong?
