after upgrade from 1.38a to 1.39h,cannot register

if
country is united states,

and State/Province: a wrong state name.

and fill all other items.
and,click "submit" but

it won't show "Please select a state from the States pull down menu." alarm as expected.

why?

We have has some templates that needed to have the country input first in order to allow the proper state. What happened was that the cart would default to US unless the country was changed PRIOR to entering a state.
