Can you block a specific CITY within a state from delivery?

Our clients run an ammunition selling website, and are very concerned about remaining in compliance with the law. Specifically, they would like to be able to allow deliveries to New York STATE - but not New York CITY, where ammo sales are not allowed.

Is there any way to accomplish this via the admin settings, or a plug-in? The admin panels allow you to remove deliveries to specific STATES by not setting them up as a zone. If you delete a state (like Illinois) from that list of zones, it won't show up in the drop-down menu of states to which a client ordered may be delivered.

But is it possible to set up New York state so that a client can deliver to NY state, but if they live in NYC, they can't?

Is there something specific that identifies a Product as Ammo such as master_categories_id?

If there is, it was beyond my ken to find it. There was nothing among the category lists to identify ammunition specifically, so I had to choose 'taxable goods', as must all persons when their product does not fit into a specific category....
