International handling applying to downloadable products?

Using Numinix's Product Handling Fee plugin to add handling to international orders but it's also adding it to downloadable products! Billing address is local, no shipping address in the equation. :blink: Only happens when downloadable products are in the cart, once a physical product is added it's fine.

Product
Product type = general
2 attributes: 1) printed book 2) downloadable eBook (can buy one or the other, not a combo)
Not marked as virtual, normal shipping rates

Handling Fee plugin
fee groups = none
include shipping = empty
exclude shipping = storepickup
Attach handling fee on orders = international

Shipping modules = free shipping & USPS, no handling fee on either

Any suggestions? I've double checked the installation of the plugin and configurations, out of ideas...
