Flat Rate Shipping and Paypal Website Payments Pro (Canada)

This is driving me wild, because it seems like a simple thing, yet I cannot get it to work, an the few threads about this on this forum have died without a response/resolution, so I know that I am not the only one with this issue:

My payment modules are: PayPal Website Payments Pro (Canada) and PayPal Express Checkout

I have one Shipping Module enabled: Flat Rate.

Do you want to offer flat rate shipping? True.
Shipping Cost: 10
Tax Class: Taxable Goods
Tax Basis: Shipping
Shipping Zone: none
Sort Order: 0

When I click on the 'Check out with PayPal' button I am sent to PayPal where both the subtotal and taxes are correct, but shipping is not mentioned or included in the total. Like I've said, this seems to be a frequent issue, as I have found a lot of posts about this on Google, but it seems that no one has a resolution. Please help ... this is very important and, as per usual, urgent.

That's normal. When you click the "Check out with PayPal" button, you're invoking Express Checkout (not Website Payments Pro) and because the customer hasn't logged in yet the store has no knowledge of what their address is, so cannot accurately assess shipping and taxes. However, once the customer logs into their PayPal account, their address is then passed back (along with the customer's browser) to the store where shipping can be calculated and the customer then confirms their purchase by completing checkout in your store.

Alternatives:
a) if your customer has logged into their account in your store (and they're prompted to create an account if they don't have one yet), their shipping would be calculated and passed over to PayPal with them.
b) if you disable the "check out with paypal" button (the "Express Checkout Shortcut Button" setting in your store's Express Checkout settings in your admin), then customers won't see that button, but will still be given the option to pay via PayPal on the checkout-payment screen.
