PayPal Error (Invalid transaction id value) 10011

A friend just contacted me because he is getting PayPal errors "There was a problem retrieving transaction details. (Invalid transaction id value) 10011" is showing at the top of the orders page in admin and the order is in awaiting payment.
On PayPal it states error as "Transaction refused because of an invalid transaction id value" Would that be an error on PayPals side or on his?
