USPS Update Not Showing International Prices

So I just uploaded the 7-28-13 update and I am having this issue again.

International prices are not showing.

Could you turn on the Debug logs in the USPS shipping module and retry your quote for international and then in the /logs or /cache directory and Zip the log and attach that to your next post?
