Delivery to limited suburbs based on distance

I am setting up a site for a friend who is a florist. She delivers the flowers herself in the back of her car and she wants to have two different delivery fees depending on how far away the customer is. She would like this to be calculated automatically based on the customers address.

Simple example

Florist is in SOME SUBURB. Delivery to same suburb - $5.00. Delivery to other suburbs - $10.00.

I am happy to setup a list of suburbs and associated delivery charges based on either postcode or suburb name (e.g. 1234 - $5.00, 1235 - $5.00, 2347 - $10.00) but I do not know where to start.

Any pointers would be great.

oops. Forgot to include ... would like to display a message that delivery is not possible for all other suburbs.
