Visitor excessively and slowly loading multiple baskets

Hi,
Why would a visitor (IP and Host China) spend a lot of time (very slowly and meticulously) loading multiple baskets with hundreds, (over a thousand in one) of pounds worth of goods, all separate items so the basket incurs a long list? The visitor slowly moves from one basket to the next adding (and sometimes not adding) items singularly in the main. What would be the point of this?

My first instinct would be to block that IP and possibly the IP range, then delete the customer from the shop.

Then you can start to look for any naughty activity elsewhere on the server.
