new zones for shipping and payment modules

Hello,

I ship for free and only want to ship to Europe. I still want customers located, or with Paypal accounts located, in other countries to be able to purchase and ship to Europe.

For shipping, I've created a new Zone including European countries and selected it under the Shipping module.

For payments, I've created a new Zone including all countries and selected it under the Paypal Payment module.

I have two questions:

1. For payments: Since Delivery Information is Step 1 of the check out, I'm not able to check out with a non-European address. There's a message (sorry, we are not shipping to your region at this time.) which indicates that the new shipping zone works perfectly. What else should/could be done?

2. For shipping: If a customer, who hasn't registered on ZC, wants to ship to a non-European address, I suppose she could still proceed with paypal express. It seems I'd have to turn off the Paypal Express button, which bugs me a bit ... or is there anything else I could do?

okay I agree this post wasn't too popular so I tried the following:

2. For shipping: I've turned off the Paypal Express button, so it can now only been seen once you've logged in, which unfortunately now defeats the express purpose ... but is okay nonetheless.

3. For payments: I have deleted the special EU Zone and just installed the "selectable countries module," (a rather cool module) and selected the European countries of interest.

I've also set "none" under payment and shipping zone.

Now when I try and check out, I get this message: Sorry, we are not shipping to your region at this time.

Do you know what I missed?
