Paypal express checkout fails with postage / confirm

My express checkout isn't working and it has to be something missing on my order confirm page (un modified)

here is the process

add to cart> click express checkout with paypal > pal pay page with empty product summery> pay with paypal > enter paypal details > Review information and continue > back to my website to select shipping method > select a method (have tried all of them) > continue to check out >

of my website and displays all the information, but if i click the continue button i get the error Please select a payment method for your order.

but there is no option to click, but sure paypal would be selected already as thats how it started?

I have also tried the create account and check out via paypal and this is working, the paypal option to pay button shows and i can check out that way no problem

it does how ever create a customer from the information from paypal
