my checkout_shipping page is skipped when using PayPal checkout
When checking out using PayPal.
After the customer returns to zencart from logging in PayPal they are returned to checkout_payment instead of checkout_shipping. Zencart appears to automatically select the cheapest shipping option. How do I get the customer to land on checkout_shipping instead of checkout_payment? so the customer can select the shipping option manually.
