Help with setting shipping rates that are state specific. not zipcode.

You would never select All Zones and also select specific Zones in the same Zone Definition ...

Country: United States
Zone: All Zones
means All 50 States, plus DC plus All Territories ...

You need to decide how you want your Zone Definitions "defined" or "broken up" for your shipping costs ...

If you want each state to have its "own specific shipping cost" then you would make a Zone Definition for each seperate state, such as:

Country: United States
Zone: Alaska

Country: United States
Zone: Alabama

Country: United States
Zone: etc. etc. etc.

until you have defined each of the 50 States, DC and US Territories ...

How do you want to set up the 50 States, DC and the US Territories as far as shipping costs?

well, I have all 50 us states defined as you said. 1 zone per folder. now I was thinking I want to also ship to the usa territories, each a seperate shipping charge per territories. so, at least what I have found, there seems to be 2 ways to insert territories now. once I create a folder zone name and then go into it to insert a zone. I have the option of selecting the country United States and zone marshall islands, or selecting the country marshall islands and then "all zones". I thought "all zones" applied all zones in that country to the definition.for trying to achieve setting a flat shipping rate for the entire country Marshall island with the add on , what should I do?
this is where Im stuck, why if I click on the zones tab, it list Marshall island under the country United States, but in the zone definitions, once I click into a folder I make, go to select the country, I can select either United states and select the zone marshall islands, or select Marshal Islands as the country and "all zones" as the zone. Im trying to figure out how it might negetivley affect the addon having marshall islands in teh zone defenition folder as the country and "all zones" selected as opposed to me selecting United States as the coutnry and marshall island as the zone. Or will either way net me the same result...

No ... you need to create a Zone Definition shc as US Territories and then go through and add each of the US Territories:

Country: United States
Zone: Federated States Of Micronesia

Country: United States
Zone: Marshall Islands

etc. etc. until you have added each of the US Territories ...
