Ceon Advanced Shipper - Setting Up Zones

I purchased Ceon's Advanced Shipper and had a quick question.

I want to set up shipping zones by state. In other words, in the U.S. I want to assign the states to one of 3 shipping zones (East, Central and West) and then set the shipping prices based on these zones.

It seems that the Advanced Shipper module doesn't support this. My understanding is that I would need to set up the zones using zip code matching. Is that correct? It seems that using this approach would be very time consuming.

Is there a way to set up shipping zones that are defined by U.S. states? In other words, I want to be able to define "East Shipping Zone" with "New York", "New Jersey", "Deleware", etc.

In your admin setup your zones adding the states that you want to each zone

When I try to define a region it gives me 2 options for Definition Method: "Address Matching" or "Geolocation."

Under Address Matching it says:
"Neither Locality support nor Zone support is installed so the only method of defining a region is Countries/Postcodes matching."

Do I need an additional module in order to define zones by state rather than zip? If so, which module do I need?
